Strasbourg, November 15, 2011 (MAP)

The recent improvement of electoral law in Morocco “enables to organize free and fair elections,” said the delegation of the Parliamentary Assembly of the Council of Europe (PACE) who conducted a pre-electoral mission to Morocco, on November 9-12.

In a statement, released by PACE, at the end of this mission, the European delegation “noted with satisfaction that the electoral law has been improved, enabling to hold free and fair elections, wishing that it would be applied in good faith by the major political actors.”

“Transparent and neutral functioning of the electoral administration is a key element to ensure the democratic character of the whole electoral process and strengthen the confidence of politicians and citizens in the elections,” she adds.

The delegation noted that national and international bodies have been invited to observe the parliamentary elections of November 25, stressing that this approach responds to the request of the Parliamentary Assembly, made in its resolution 1818 (2011), granting Morocco “Partner for democracy” status to the PACE, to strengthen public control of elections by independent observers and, in particular, improve the capacity of national networks of observers.

The delegation also welcomed the diversity of the media and hopes a balanced coverage of the election campaign, regardless of political sensitivities, and that freedom of expression is fully guaranteed.
