Miami – Mohamed Rachad Bouhlal, earned his baccalaureat in Mathematics In 1970 then pursued an MBA in Rouen, France. In 1976, he joined the civil service at the Foreign Trade Department. In 1978, he became EU Desk Officer at the Ministry of Trade and Industry. In 1979, he became deputy director and head of the Commercial Division at the Foreign Exchange Office at the Ministry of Finance.
In 1988, he became director of the Fishery Industries Department at the Ministry of Fisheries and Merchant Marine. In 1991, Mr. Bouhlal became Secretary General of the Ministry of Foreign Trade. In 1994, he became Senior Adviser to the Prime Minister. In 1996, he became Ambassador Extraordinary and Plenipotentiary of His Majesty the King to Belgium and Luxembourg as well as Representative of Morocco to the European Communities.
In 1999, he became Secretary General of the Ministry of Foreign Affairs and Cooperation. In 2004, Mr. Bouhlal became Ambassador Extraordinary and Plenipotentiary of His Majesty the King to the Federal Republic of Germany.
On December 6 – 2011, King Mohammed VI officially handed Mohamed Rachad Bouhlal his new appointment as Ambassador of Morocco to the United States of America.

He was awarded the Order of the Throne of the Kingdom of Morocco, the Order of Leopold of the Kingdom of Belgium as well as Officer of the Legion of Honor (France).
Mr. Bouhlal is a founding Member of Ribat El Fath Association which is a non-governmental organization active in the Cultural, Social, Economical and Environmental development in the Rabat region. He is a pilot and the President of the Rabat Royal Air Club. Lastly, Mr. Bouhlal is the President and founder of the Wildlife Film Festival of Rabat. He is married and has two children.
