Morocco’s AI Trailblazer: Who is Amal El Fallah Seghrouchni, the New Minister of Digital Transition?

Doha – King Mohammed VI received today the newly restructured government at the Throne Room of the Royal Palace in Rabat. Among the appointees was Amal El Fallah Seghrouchni, the freshly minted Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform. She takes over the role from outgoing minister Ghita Mezzour.

But who is this new face in the Moroccan political landscape? A deep dive into El Fallah Seghrouchni’s background reveals an impressive track record in the field of Artificial Intelligence (AI).

Prior to her ministerial appointment, El Fallah Seghrouchni served as the Executive President of the International Center of Artificial Intelligence of Morocco (ICAIM), also known as Ai movement, at Mohammed VI Polytechnic University (UM6P) in Rabat.

Under her leadership, Ai movement was recently granted Center of Category II status under the auspices of UNESCO for the Africa region, cementing Morocco’s position as an emerging AI hub.

Alongside her role at ICAIM, El Fallah Seghrouchni holds an exceptional class professorship at Sorbonne University’s Faculty of Sciences and Engineering in Paris.

She also serves as the Principal Investigator of the Thales Endowed Chair of Excellence in Hybrid AI for Cognitive Radars at Sorbonne University-Abu Dhabi Center of Artificial Intelligence.

El Fallah Seghrouchni’s academic credentials are equally noteworthy. She holds a Ph.D. in Computer Science from Pierre and Marie Curie University (Paris 6) and a Habilitation to advise Research (HDR) in Artificial Intelligence from Sorbonne Paris Nord University.

Her expertise in Distributed Artificial Intelligence and Multi-Agent Systems has earned her global recognition, including being elected as the General Chair of the prestigious International Conference on Autonomous Agents and Multiagent Systems (AAMAS) in 2020.

Throughout her career, El Fallah Seghrouchni has spearheaded numerous research projects and collaborations with leading institutions worldwide, such as the National Institute of Informatics in Tokyo, the University of Veracruz in Mexico, PUC RIO and the University of São Paulo in Brazil, and the Politehnica University in Bucharest, Romania.

She has supervised 35 doctoral students at esteemed universities like Paris Dauphine – PSL and Sorbonne University, and has an extensive publication record spanning 24 books, over 200 papers, and numerous articles.

Beyond her scientific pursuits, El Fallah Seghrouchni is passionate about the ethical implications of emerging technologies and social issues related to inclusion and justice.

She serves on UNESCO’s World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) and is a member of the UNESCO Expert Group on AI and the Futures of Learning. In 2021, she was nominated for the Berkeley World Business Analytics Awards’ “Woman of the Year” category for the African continent.

El Fallah Seghrouchni’s appointment to the Moroccan government comes on the heels of her selection by King Mohammed VI to the High Council of Education, Training and Scientific Research for the 2022-2027 term.

She was also recently appointed as an expert for the National Commission for Education, Science and Culture for 2023-2026.
